The National Conference designed by sun yat-sen acted as an organ of political power, which had been endowed with the function of representing the people to exercise power and supervise the authority of the government. However, the design of sun yat-sen was very crude and full of contradictions, which caused lots of trouble to the later Constitution-making of kuomintang. After the country's unification, Chinese Kuomintang began to carry out Xunzheng. However, with the national calamity growing, there emerged the appeal for finishing Xunzheng and convening the National Conference in domestic. Under this background, Chinese Kuomintang finally decided to convene the National Conference.However, the National Conference was frequently postponed for some reason, preparatory work of which included drawing up Constitution Draft and electing delegates. In 1936, the National Government published Constitution Draft and began to elect delegates, which accomplished a majority of electing work in the year of 1937. November 15, 1946, the Constitutional National Assembly convened in Nanjing, December 25, After adopting the Constitution of Republic of China and deciding the implementation date of the constitution, whose task was terminated.According to the design of sun yat-sen, the calling of the National Conference was the sign of state entering into stages of Constitutional Government. However, the calling of the Constitutional National Assembly in the year of 1946 made state lose the opportunity to carry out Constitutional Government. The reason why there emerged so regrettable a ending , that is because both the government and the public are devoid of understanding the Constitutional System and placing their collective interests upon constitutional government value, which would haven't created the necessary environment for the implementation of constitutional government.
