As an important policy in the modern German history, the policy of immigrant in the German Empire had a deep impact on its immigrant policy nearly for one century. This thesis mainly deals with the social background of the Reich's immigrant policy, expounds the immigrant policy and its characters, and analyzes the factors which influenced the immigrant policy and which it influenced.The time of the Reich was an important social shifting period, in which Germany transited from a traditional agrarian to a modern industrial state, from a land of emigration to a "labor-importing" country. This was not only an expression of a structural shift taking place throughout the Reich, but also a result of economic Globalization and Capitalization. The Reich's immigrant policy just was appeared publicly under this background.A centralized State policy towards immigrant in the Germany was lacked. The Reich's immigrant policy in fact was summed up by the states'. The entry of large numbers of foreigners into Germany raised German fears. The Prussian government formulated strict "Prussian defence policies" and the other governments do themselves. Although, there were widely differences in the governments' policy towards immigrant, a common ground existed-refused to immigrant country. Anything else, the Reich's immigrant policy had many unique features.From the immigrant policy, we can see that it not only conformed to the international trend at that time, but also accorded with the special condition of the Germany. In the Reich, a great impact were gave by "The policy" on the entry of , work and living situation of immigrant, whose mobility and social incorporation were also deeply encumbered. As well, Germany's economics, politics and society were quite influenced, from both good and bad.
