| During the era of N.S.Khrushchev (1953-1964), the relationsbetween the USSR and Turkey experienced three periods.They were the period of comprehensive stagnantation ,the period of reformation, the period of development.After the death of Stalin on March 5,1953, N.S.Khrushchev became the head of the Communist Party and eventually top leader of the USSR. During the early period of Khrushchev's rule , Although the USSR apologized to the Turkey for Stalin's heavy-handed diplomacy and unmistakeable territorial designs on Tuekey, N.S.Khrushchev still in the face of the formidable tasks of unhinging the military alliances that threated the USSR from the south; promoting Soviet security and easing the deep-rooted fears of Turkey through accommodation and cooperation; and advancing Soviet ambitions with cunning and the carrot, not threats and the big stick . Because the Turkey government did not want to improve the relations with USSR at the cost of US's angry. Morever, the shadow of Stalin's tyranny in Turkish and Menderes's personal bias ,all of these aggravated the situation.In the end of the 1950s, the international situation and internal politics hadchanged. This accelerated the change between the USSR and Turkey.In 1962, the Cuban missile crisis offered the opportunity to improve therelations between USSR and Turkey. The diverge on Cyprus problem betweenUSA and Turkey, which hurted the turkish's feelings, provided the best opportunityto develope bilateral relations between the USSR and Turkey . |
