Since entering the 21st century, the nature has conducted several big revenge to the mankind, the first of atypical pneumonia in 2003, followed by flooding and tornadoes, and then sweeping across the globe is the avian flu. Whether from the world, or from China's actual situation, the human civilization has developed to such a stage, that the protection of the ecological environment and ensure people's harmony with nature, the economy will be able to further develop and guarantee the Human civilization to continue. If a mature model of development wants to maintain its scientific, rational and sustainable, we must have not only the kinetic mechanism but a self-evaluation, self-discipline, self-examination, self-regulating mechanism.
