It's an important time for American policy towards China from 1918 to 1922.From Wilson's"Fourteen Points"to the sign of"Nine Country Conventions"at Washington Conference, the United States re-established and explained the "Open Door Policy". The United States emphasized to respect the Chinese sovereignty and territorial integrity rather than admit the great power's sphere of influence in China for premise, but not to take any action that hindered the Chinese political situation development as the condition, to own equal business and industry opportunity for all countries at China as contents. All countries checked and supervised with each other. They could not make use of the Chinese political situation variety to seek right for themselves, and could not harm other country's benefits in China. American attempted to establish the new economic order that was helpful for American. Under the influence of American policy toward China, the policy on Chinese tariff problem also made corresponding adjustments, which turns from"emphatic benefit segmentation"to stress on "equal opportunity ". American hoped to carry out the "open door policy" toward the Chinese tariff by the revision. Washington Conference finally made the United States attain this purpose, and carry out the American policy on Chinese tariff problem. It was important for American to open the front door of China and enlarge the economic market in China. The intention of this paper is to reflect this development variety and its characteristics by the research of American policy for Chinese tariff.This text makes full use of American new decipher diplomatic file in FRUS concerning tariff, intercourse telegram, the memo of the meeting and the report that United States' ambassador in China gave to the Secretary of the United State etc. I also consult a great deal of original files such as the information of the Republic of China in order to discuss and analyze the American policy upon Chinese tariff revision on this period, including the implementation and influence factor within the policy establishment process .It is important to research the change and reason upon American's policy toward Chinese tariff . At the same I also make use of the national interest theories to analyze American policy on Chinese tariff, and try my best to get a fair objective evaluation.
