System of viceroy originates from the Min Dynasty. Then this kind of system was inherited by Qing Dynasty. Viceroy, who was the highest ruler of local authority, was deemed to be the most powerful tool for rank of rulers in late period of Chinese feudalistic society. However, System of viceroy had not been constitute completely until in Qianlong's 25t h year. There are eight viceroys in all.In early period of Qing Dynasty, the region of Sichuan province and Shanxi province was the most important military area because it is the pivotal area which could control minority easily. This area, which was became the battlefield as the time between the late period of Kangxi and the early period of Yongzheng. Thus the viceroys of Sichuan province and Shanxi province were became the significant figures in that period. Then the viceroys not only had their universality but also had their speciality.Nian gengyao, as the significant minister at the time between the late period of Kangxi and the early period of Yongzheng, his political career, like a falling star, was outstanding with the time from prosperous to fallen quickly. From Kangxi's 48th year to Yongzheng's 3rd year, Nian gengyao administered the region in Southwest and Northwest of china for a long time. He also attended the battle in Qinghai Province and Xizang Province, and he participated in decision for the local affairs about Shanxi province and Xizang province. This article tries to analyses the political, economic, and military activity by stages from the time when he became the viceroy of Sichuan to the viceroy of Sichuan and Shanxi, especial for his military activity and the relation between him and emperor. All these activities of Nan gengyao established his excellent administration for the empery and showed his superior military ability. In conclusion, Nian gengyao had his speciality which different from other people.
