With the development of society, the concept of qualified personnel changes. The evaluation concept for students of our educators will change accordingly. Student evaluation should be based on the learner's needs and satisfaction .As an English teacher teaching in the front line for a long time, I understand the necessity and importance of the implementation of the reform of student assessment. In the existing student evaluation system, teachers tend to be restricted to the main evaluation. The evaluation of teachers to students plays a "dominative" role and the students become the "vulnerable groups" of evaluation .As a result, student assessment leaves the correct track.The research is on the basis of the multiple intelligences theory, constructiveness, rear modernism and Humanism. Meanwhile it profits from the latest achievement of evaluation research both at home and abroad. In the new curriculum background, this research starts a developmental evaluation of students in English teaching. In analyzing the shortcomings of our traditional student evaluation and the disadvantages caused by it in English teaching, we bring in the developmental student evaluation. The assessments promote the all-round development of students as the core, stressing attention to students learning process. It is not only in line with the new curriculum requirements, but also meets the characteristics of English subject. The English subject is very practical and skillful, it needs not only to train students to the intellectual, but also needs to mobilize the non-intelligence factors, these two interact on each other so that students are positive in learning process under the good point of view. They acquire knowledge and capacity development at the same time .A timely, fair, encouraging assessment from teachers play a pivotal role in improving the learning effect of students .The study also come up with a specific strategy for the developmental student evaluation, This theoretical system enable the developmental student evaluations to achieve its goals in the actual teaching and also it combines theory with practice.New Curriculum reform is gradually deepening , the concept of "evaluating" is quite different from the past. Evaluation is no longer as the ultimate goal in teaching. However, it is the necessary means through the whole process of teaching and at the same time it is the important basis for teachers to make timely adjustments and modify their teaching behavior based on the need. The developmental student evaluation will become an important way for students to reflect and improve their learning activities. To conduct developmental evaluation of student-centered can arouse the awareness of students'participant. Also it can stimulate their motivation to learn and the creativity. By evaluation, students experience the joy of learning, gain ground forces, share the joy in cooperation and find life splendid.
