Wang Zhi-Chun (1842-1906), who was born in Qing Quan, HunanProvince, is a famous diplomat and thinker in the Chinese modernhistory.Russia emperor AlexanderⅢpassed away and NicholasⅡaccededto the throne in 1894. As Envoy, Wang Zhi-Chun was sent to Russia todo some condolences and congratulations by Qing Government. In thisperiod, he had carried out conscientious examination and detailed recordon the way to the countries and regions passed the geographical feature, history evolution, humanity scene, Chinese overseas, the products andclimate etc. Especially to the United Kingdom, Germany, Russia, Franceand so on, he had carried out all-dirction, many angles, full-visionexamination without stint, when he returned, He edited it into a book.It was《the Diary to the Russia》.The thesis is divided into three parts.The first part generalizes the background of this book, introducesthe contents at the same time.The second part-the main part of the thesis, probes into WangZhi-Chun's Views on the Western Learning comprehensively. It includesthe introductions of the achievement of the western railway construction; the in—depth thinking of the Western political system; the introductionsof the Western military system; the views of the western talentconstruction; the introductions and appraises of the books managementand the journalistic enterprise; the introductions of the Westerncountriens history and gepogrqaphy.The third part is the analyses and the appraises of the WangZhi-Chun's views on the Western Learning. It includes not only the views on the content of Western learning but the analyses and theappraises of the way he introduced it.Through the introduction and valuation of the Wang Zhi-Chun'sViews on the Western Learning, we can discern the degree of fellowcountrymen's acquaintance to the west capitalist nations in the latenineteen century, and grasp the history pulse deeply, which is of greatbenefit for us to handle the international relations.
