Xue Fu-cheng, the late Qing government renowned early reform thought representative personage and outstanding diplomat. This article studies the Xue Fu-cheng's thought from the social reforming angle, it elaborates the Xue Fu-cheng's modernization thought production and the evolution reason, and analyzes its characteristic and the influence.Xue Fu-cheng lived under the historical big background which the China and the West culture blended, evolution of its thought had a complex course. He inherited and developed Wei Yuan's and Lin Ze-xu's thought. In the Zeng Guo-fan general's office, Xue Fu-cheng cared about the nation's fate, which has manifested the Chinese traditional intellectuals' sense of mission. After entering the Li Hong-zhang general's office, he mapped out strategic plans. He went abroad with a diplomatic mission, then his traditional Confucianist idea had been pounded, he reknew the changed world, profoundly experiencing the western political system, the science and technology, he accepted the western learning, having already grown into a new intellectual. He started to observe the understanding world from a brand-new angle, and repondered the destiny of nation, its angle of view also gradually shifted to the new understanding stratification, which has opened Chinese modernization intellectual's thought transition. The evolution of Xue Fu-cheng's modernization thought has reflected China society's transition special characteristic in the course of Social transition times. His modernization thought has also awakened more Chinese to care about nation's future, so his thought impelled the late Qing society moved toward the direction of modernization.
