Xichuan postal organization and business developed slowly before the Anti-Japanese War. but there was fairly complete variety, which had laid the foundation of Xichuan postal rapid development during the war.After the war breaking out, a large number of people, business enterprises, government agencies and colleges moved into Xichuan region, which promoted the organization and business of Xichuan Post developing rapidly. Despite there were some twists since then, it had remained overall growth momentum on the whole. Xichuan Postal Authority had obtained some achievements after its great efforts .but the public was not satisfied with the postal services.Before the war, Xichuan postal district had formed a good management system, it had gotten effective management through public examinations, training, and the performance investigate for staff. After the outbreak of war, this system would continue to be used. After 1940, Xichuan Post had been losing money due to inflation and other factors, which made the staff life very difficult. Good traditional postal personnel system had being sorely tested, which led to work force very unstable and the personnel management very difficult .So Xichuan Postal Authority had to take some contingency measures to temporarily alleviate the staffs hard life. Post staff had adhered to the job in difficult conditions and the rear Post maintain the normal operation during the war, so they made a contribution to the victory.During the war of Anti-Japanese, postal inspection system was gradually improved. Xichuan Post Authority had strengthened inspections and increased the number of inspections and the inspectors, the inspectors had been stayed in regular inspections, inspecting the Board, developing their business, handling cases, and they had achieved better results.
