Mobile telephone will appear with the PDA form, and brings advantage into play sufficiently, therefore becomes the portable computer in the pocket. As currently holds the highest rate, the strongest integrated equipment, mobile handheld devices is in the position of unrivalled. The mobile phone will be a superiority in the study product inevitably .to improve related software will expand existing functions and also rich the scope of applying mobile phone to the market. With the development of mobile learning, the mobile telephone will become an important expansion in educating at present and assists the implement studying more.This article chooses the English for the promotion of technical titles as the content studies the research and the development of the terminal under the J2ME platform, carries on the expansion to the English for the promotion of technical titles'way of study. It is based on the research of mobile learning, discussed the related content of cell phone learning, analyzed application of J2ME in the cell phone learning, and proposed the learning mode of Titles English software. We designed and realized the architecture, client and the server, then assessed it.One of The features of this software is that the content of the learning is clear and practicable for there is no such software about English for the promotion of technical titles. Second, this is the software which has been done through two ways of cell phone learning, one is through the internet, and the other is based on the download storage study.This software expands the means of learning English for the promotion of technical titles. We can study through the cell phone anywhere besides seating in front of the desk facing the monitor all the time. Thus make our study more efficiently to a certain extent.
