Nowadays, it is becoming more obvious that the network information technology and communication technology tend to integrate. There are full of multi learning media and learning terminals in our life, and people have realized ubiquitous learning anytime, anywhere. With the widespread application and development of Web2.0, micro content has emerged as a new form of information presentation. Micro content can be described as "the information carrier with small pieces, loosely connected and in the dynamic reorganization" . It makes the forms of information and information organization varied, and the presentation and interactivity of information dynamic. As mobile terminal devices are highly mobile, highly penetrative and easy to carry, so they have become an ideal platform for learning. To some extent, mobile terminal devices can be used to achieve learning anytime and anywhere for the adults'informal learning in bits of time.With the concepts of mobile micro-learning, this paper first expounded the key technologies involved in the system development after analyzing the characteristics and problems of adult English learning, and then presented the design principles for micro-learning system which was on the basis of mobile terminal devices. Subsequently, the technical and functional architecture design of micro-learning system has been introduced in the WAP2.0 environment. The development environment and functional modules of micro-learning system were described. Afterwards the major functions such as background management and foreground browsing of the system were developed by PHP language and XHTML markup language. The logical structure of each module, the partial key codes, screenshots of final operation effect were displayed. Finally, 40 participants from Xinxiang Radio and TV University were selected as the research subjects, and we tested the initial application effect of this English learning software through questionnaires and interviews.The results show that: (1) The system of English mobile micro-learning has worked out the problems such as word-memorizing difficulties, insufficient effective learning time that the adults encountered in their English studying to some extent, and improved their learning efficiency. (2) By providing media presentation in many forms and interactive learning forms of highly efficient, the adults'interest in English learning has be increased, and they were more likely to accept this new and interesting learning way. (3) The system has provided a new approach for the adults'English learning, and compensated for the deficiencies existing in the learning mode of Distance Education.
