In B.C.202, Western Han dynasty was established. Han Emperor Liu Bang issued a series of edicts , which was called the Imperial Edict in May of 5th-year of Liu Bang, to place demobilized servicemen, to liberate slaves and to persuade displaced people back hometown.Chapter 1 Statistical analysis of historical documents Written on the Book of Former Han, it shows that the Imperial Edict in May of 5th-year of Liu Bang, including the first edict and the last edict, between which several edicts to local governmental officials.
