Sanbanyuan is one of the central personnel departments in North Song, which is responsible for the management of Sanban Envoys of memberships, assessment, appointment. In the early Song Dynasty, Sanbanyuan was set up to replace the Xuanhuiyuan, and afer the Yuan-Feng Reform was restructured into the Central Personnel Department.After Song Taizong, Sanban Envoys had a significant increase in the number, so Xuanhuiyuan could't do it well. Sanbanyuan was set up to manage the Sanban Envoys. The officers of Sanbanyuan oppionted were believed by the emperor. The organization of Sanbanyuan was simple, with some staff, and officers had a short tour of duty. Sanban Envoys had the three main sources, which were Yinbu ,Wuju, and officials. The Sanban Envoys of different origin to its official examination was not the same. Wuju persons had the most stringent test; The test for Yinbu persons was a complete law in the time of Song Shenzong.When Sanban Envoys were assessed, tour of duty was the most important. When Sanban Envoys were appointed, service qualification was the most important. For Sanbanyuan the equal appointment was the most important. In addition, Sanbanyuan would also be responsible for the recommendation of Zoumachengshou. In the decision-making process, the Privy Council had a right to countercheck Sanbanyuan when Sanbanyuan went through the exercise of jurisdiction. So Sanbanyuan did not have a entirely right to appoint Sanban Envoy. The monitoring body had intendance role when Sanbanyuan went through the exercise of jurisdiction. Studied on Sanbanyuan, we could deepen the understanding of the Song Dynasty Sanban Envoy.
