For thirty years from reform and opening-up,Chinese people have enjoyed the increasingly affluent material lives due to the stable and fasteconomic development. But,contrary to the fast development of material life, people's spiritual level has not increased accordingly and even run to the other direction. Because of the diversion of social value view and wealth, people have sunk into such mental confusion as belief crisis, demoralization and lack of responsibility, etc. In recent years, with the fast transformation of the society, people's life style and point of value have changed a lot,and social structure has also been transformed quickly in the collision of various schools of thought while the former relatively single and pure social relation structure has gradually been replaced by the increasingly complex and plural one. Social transformation has made such value views as freedom, competition and efficiency deeply root into people's heart, and also marginalized the traditional value concept and behavior norms, which has become a new crisis for the harmonious development of the society in our country. As the key concept of the Ethnics, moral responsibility directly guides and controls people's choice of behaviors and it is the important carrier of the exertion of moral function, since to what degree is it observed is a vital yardstick to evaluate the performance of moral function. The paper aims at discussing the reasons why people need moral responsibility nowadays as well as the ways to realize moral responsibility on the basis of analyzing the connotation of moral responsibility and making analogies with other related concepts, gives some implementation measures for the promotion of moral responsibility, hoping to make contributions to the moral construction in the current society.
