The Hui uprising in the Northwest during the Qing Tongzhi Royalty make the leagues in western Inner Mongolia shift from relatively stable state to turmoil.And the subsequent struggle against cultivating land and Outer Mongolian "Independent" incident exaggerated the tendency.In this series of reforms,the nobility Lhewangnorb(?) and Arbinbayar's attitudes and behavior on various issues are closely related to the internal society and historical background of Mongol administrative division they ruled.Therefore, if we want to understand the cause and effect of the "Independent" incident mentioned above,we must first make clear the changing process of two league directors' attitude.The change of their attitude is based on the social and historical background of the two leagues they ruled.This thesis conducted a primary study on this interrelated incident according to existing Mongolian files and information.The thesis consists of introduction,body part,conclusion and appendix.These chapters constitute the body part.There are two parts in the first chapter,describe respectively the social and historical changing process of League D(?)rben Ke(?)ked and league Hangkin in Qing Dynasty.The second chapter describes the administration of League D(?)rben Ke(?)ked and league director of Ulγan(?)ab,Lhewangnorb(?)'s life and his attitude toward Outer Mongolia "Independent" incident.The third chapter describes the administration of League Hangkin and league director of League Yeke-Joo,Arbinbayar's life and his attitude toward Outer Mongolia "Independent" incident.
