Against the background of the great progress in college English teaching, the teaching of college English comprehension also witnesses some disadvantages including the obsolete teaching theory and ways, single teaching mode, the fail to recognize the non-language factors of learners, the little attention to reading techniques and the single and old reading material. In response, we should renew the teaching theory, update the traditional teaching model and expand the background knowledge using various kinds of information resources. Besides, we should attach greater importance to cultivate the reading ways and techniques of students and encourage them to read more materials after class. With the rapid development and popularization of information technology and net technology, many teaching systems and platforms based on the net technique can meet the above requirements and are being applied in English teaching.The English reading teaching system based on web focuses on the learner and aims at creating a learning environment which can stimulate the learner to learn actively. During the learning process, this system can provide the learner with full support and help with reasonable resource allocation and proper teaching tactics. The learner accomplishes the learning process through the selection of reading courses and with the help of teachers' answers. In this system, the learners can arrange learning time according to his own situation and learn anytime and anywhere, learners can learn by the themselves as well as with a team. When questions arise, learners can get the answers with the help of the learning tools provided by the teaching system. For instance, he can look through network resources of the background ,vocabulary and grammar. In addition, he can interact with teachers and classmates via network communication tools such as NetMeeting or QQ.This system is an English reading teaching platform which is based on the present situation and the needs of the learners and planned according to the constructivism doctrine and the learner-centered teaching concept. This system is based on the web platform and adopts the dynamic web page ASP technique and the long-range database interview technique. Used under the environment of IIS , it can support the long-range multi-user interview under the Internet/Intranet environment. The integrated management of teaching links and information is realized under the unified management of database. With the English pleasantly under the network environment with the excellent combination of picture, essay and sound. Through the information made by the system, learners can know their learning result and adjust the learning tactics accordingly.This system consists of six modules: user attestation, course management, initiative learning, learning assessment, learning tools and system management modules.
