On October 25, 1938, Wuhan fell to the Japan's enemy, and started to suffer colonial rule of Japanese forces. When the Hankou Chamber of Commerce was established, its system of organization evolved, and the Chamber of Commerce reformulated its regulation, work rule and meeting principle. The Chamber of Commerce, which operated officialy, put forward proposal through memeber meeting. On the one hand, the proposal was put forward according to Japanese's rule policy; and on the other hand, it was the embodiment of each member's strive for power and interests, However, these proposals had not obtained the Japan and the puppet regime's recognition.Compared to the pre-occupied Hankou Chamber of Commerce, the Hankou Chamber of Commerce, which was established by the Japanese forces, was inferior in its political, economic and social function. The Japanese forces also established the Japanese Commercial and Business Labor Conference, Central China Promotion Corporation, the Wuhan Economy Survey Place, the Wuhan Economy Control Business Office, and the National Commercial Control Committe Wuhan Branch in Hankou.The differences in member composition of the Hankou Chamber of Commerce with these organization in Hankou determined the main point of Japanese forces' rule and ultilization to them.The operation of the Hankou Chamber of Commerce was ended up with the end of the rule of Japanese forces. Under the Japanese's strict management, Hankou Chamber of Commerce lost its former magnificence and became the tool for Japanese to control Chinese industrialists and businessmen.
