From Political Integration, Administrative Management To Culture Service: Research On The Function Transition Of Rural Cultural Station

On the basis of carding the relevant research results about the township institutions reform, the paper seeks to explore the function and features of rural cultural stations' operation, and the relation of the actual operations of township government (The People's Corporation) and rural cultural station, by analyzing a case of Rural Cultural Station in Xian'an district in Hubei Province.In the collective era, the State had controlled extremely rural society by up-down settings' compartmentalized organizational structure. Under the Political control relationship between country and township, as a part of compartmentalized organizational structure, township cultural stations always worked around the Party and Government's political task, take the duty of political integration. Rural public cultural service functions were drowned by the State's political functions, and therefore rural public culture was in a chaos situation without separation of regulating and running, governance and administration, which showed high political and planned characteristics.During the tax era, manpower,capital and substance of cultural station were administered by Township Government. Under the Pressurized System between the county and township, township government always worked around some designated policies of higher authority such as birth control,tax collection,inviting investment and so on. The staff of township cultural stations was often transferred to work at these things. Township cultural station played an administrative role sharing administrative functions of Township Government. The function of Township cultural station was emptied and the progress of rural public culture was declined.After the abolition of agricultural tax, it seems emergent now for building the service-oriented cooperative relationship between the county and township, under the pressure of the function transformation of township government. So Xian'an has carried on the township institutions reform, which emphasized on "the affairs with fund", and established a new public service pattern of mutual complement and cooperation among the government,market and society. It's a complicated process to perfect the new mechanism of "the affairs with fund", and to construct a new public cultural service system are complex process, which contains the government delegating power to the society, micro market growth of the cultural service, the progress of the cultural organizations and democratic awareness of the rural residents enhancing.
