| The system of the deliver and the remaining was an important content of the public system in the Ming and Ch'ing Dynasty. Inorder to find the problem and the cause ,so the paper analysised From the distinct ,the constreture and The Game Theory views.Summed up the system was unfair between the center and local.The third part discusses the disadvantageous effects of The Remaining system on the society and economy of Guangxi during the period in Ch'ing Dynasty. Firstly ,it brought about political corruption.To make up for financial deficits ,the local official corrupted and bribed commonly.Secondly,the function of the local government could not mange and shrinking.Due to insufficient finance ,the local government could not manage and develop efficient the local society. Thirdly, the public service business in the local could not make progress because of serious shortage of funds. So these factors were disadvantageous to the whole development and complete improvement of the local social economy.The conclusion sums up the personality and the commonness of The Remaining system in Guangxi. In the end of the paper demonstrates the profound effect of these characters on the local society in Guangxi. And I would like to these ideas not only belongs to history but also for our society. |
