A Study On Sino-Vietnam Talker Border In Guangxi

Talker border of China and France is the bilateral border organization established along the Sino-Vietnamese border. It is an important issue in the history of Sino-French relations and the history of China's political system. It is also the direct result of the delineation of the border set up by China and France. Talker border, set up in the late Qing Dynasty, has experienced much development during Minguo Government period, witnessing the direct establishment in Sino-French relations and China's southwestern border policy adjustment by Qing and Minguo Government. So its special study helps to enrich the history of Sino-French relations and the modern history of China-Vietnam relations. It has significant value in the study of modern China's political system and Guangxi local history. At the same time, the study has an important historical reference and practical significance for contemporary regional cooperation among Southeast Asian countries, implementation of Beibu Gulf economic zone development and promotion of the border trade between Guangxi and Vietnam.This paper systematically inspects the Talker border and its background, process of establishment and its duties. It outlines the evolution of its responsibilities and the perfection of its organization and its function in diplomatic relations and boundary areas construction. In the Sino-French relations: the Talker border organization, based on the general agreement on suppressing resistance by people from both countries, was established for fear of the instability along the border lines after Sino-French War and the threat to the French colonial authorities At that time, the talker border was derived from the negotiation of capturing of so-called bandits. On one hand, French government set up the talker border organization since it still remained hostility against our country and never gave up the mind to overthrow Qing government. On the other hand, the talker border organization stationed at Guangxi border areas promoted rural construction, which, objectively speaking, helps to defend the country's sovereignty and territorial integrity. In the period of Minguo government, the talker border organization, due to the improvement of Sino-French relations, involved more dialogue, exchange and cooperation in spite of some small conflicts and brought more stability in Sino-Vietnam border.Therefore, Sino-French relations, from the perspective of talker border negotiation, have experienced from hostility during Qing government to reconciliation during Minguo government. From the function of talker border, it focused on military and diplomatic aspects during Qing period and it added up judicial and executive aspects during Minguo period. The transformation of function was achieved by implementing construction work in border areas under Nanjing central government. After the New Faction ruled Guangxi, local government, in response to the slogan of"Anti-Japanese and defending motherland"by Minguo government, put forward another slogan of"constructing China, reviving China"emerging a new upsurge of exploiting border areas. Guangxi's policy on promoting and integrating talker border organization into border areas from the political and economic aspects contributed to the exploitation and development of border areas thus strengthens boundaries and defends the country, even plays a role for China's Anti-Japanese War and the world's Anti-Fascist War.During late Qing government period, the talker border experienced the transformation from Sino-French relations to Sino-Vietnamese relations. Both relations interrelated to and become inseparable to each other. During Minguo government period, the improvement of Sino-French relations promoted the friendly dialogues and exchange between the two countries, which objectively continued and strengthened traditional Sino-Vietnamese relations laying foundations for destroying French colonialism with joint efforts.
