In the World War Two, in order to fit enough receipts for the expenditure, the federal government did much work. Made full Military mobilizing reality, became the Arsenal of the World and in the postwar America's hegemony was built in the capitalism world were the results.The article's objective is making it clear that how the federal government obtained receipts and expended them.The main body of this thesis contains the following parts:I. Introduction. This part briefly clarifies the current academic significance of the thesis based on the incentives in selecting the topic and the review of the previous studies on this subject respectively. It has also illustrated the difficulties and methods of the research.II. Because fiscal resources connect material resources firmly, moreover the realization of American fiscal policy wasn't only a lone accident in the World War Two. We must explain firstly the circumstances clearly that the American fiscal policy was realized .It contains America's geographical history, the accumulation of financial power and some accumulating financial power's methods.Fiscal policy is just the relation between fiscal receipts and fiscal expenditure so the second and the third chapter make a concentrated explanation to it.III. The second chapter explains the directions of the huge fiscal expenditure—how federal government intertwined fiscal resources with material resource. It includes such expenditures that expanded military,industrial mobilizing,agriculture of war,scientific studies of war,the practice of the Lend—lease,bought industrial materials, expenditure methods and their impacts and influences.IV. The third chapter explains federal government's other policies that the federal government practiced in order to satisfy the war enormous expenditure.Tax was the major resource of the America fiscal revenue. Firstly the third chapter discusses the revenue acts of every years from 1940 to the war end, other measures promising these acts practiced and these act's impacts and influences.When tax couldn't fit the war's need federal government sold securities to the domestic with the interest's attraction and the other pressures.In order to ease the fiscal pressure , moreover, federal government took other measures, such as getting the anti- lend-lease,foreign fund control and exploiting the conquered areas.V. Concluding remarks. This part concludes the causes that the American fiscal policy was succeed.There are some appendices about American receipts and expenditure for the War in the article after the main body.
