Establishing public service systemof culture is basic duty of modern service government, it has great effect on many aspects, for example, itcan help build socialism public cultural service system, inherit historic culture of Chinese nation, andboom advanced socialist culture, maintain citizen’s cultural right, satisfy citizen’s growing demand ofculture service, improve citizen’s moral culture quality, facilitate international cultural exchange, buildinnovative country.A fiscal policy system which is scientific and impeccable has important effect on sustainabledevelopment of public service system of culture. This paper studied the concept of public service system,elaborated some something in process of establishing public service system, like the theoreticalsignificance and new theory of research of safeguard mechanism of public financial policy, and takeShaanxi as example to analyze the current situation of fiscal policy which facilitated the establishingprocess of public service system. Through the experience of China, fiscal policy of public cultural fiscalhave many disadvantages because of the influence of stereotypical culture management and investmentwhich controlled by planning system, so investing more money on public financial policy, improvingfiscal policy of public cultural fiscal and diversified management of society are the most important way topush public culture to develop.At present, the problems of financial investment in process of establishing public cultural of Shaanxiprovince are do not have enough money, have a few ways to invest money, do not have a stable financialinvestment any so on. So, successful experience can give government some advice, like financial securitypolicies of developed country; combine these successful experiences and the reality of Shaanxi, Shaanxiprovince can explore some new experiences of establishing public service system of culture.Establishing a systematized, dynamic fiscal policy system of public service system of culture ofShaanxi province, and enlarge the range of subject which public service system of culture serve for canmake some contribution to solve culture problem. Forming the new financial supply setup of public servicesystem of culture which is conducted by government, society, and involved with citizens can change thephenomenon that public service system of culture is only controlled by government, and improve the government’s efficiency of governing culture.
