The thesis adopts the literature analysis and in the analysis of historical facts tries to combine history and logic. Through the evaluation and research of Confucian system, it is possible that we could find some new perspectives in regard with our modern society.The first part of this thesis relates the historical and cultural origin of Confucian thought of virtue rule system. The concept of "De" appeared in the later period of the primitive system and it is a very important concept in pre-Qin age. At first "De" had no morality meaning. In West Zhou dynasty, "De" had been the core of political thought. The thought of virtue rule became the upper abundance logical and complete political thought in contents system. But "De" hadn't been a complete thought system.The second part relates in detail the Confucian thought of virtue rule system in pre-Qin dynasty. The Confucian thought of virtue rule system is embodied by the combined thoughts of Confucius Mencius and Xunzi. Pre-Qin confucianists is continuously thorough to ideological discernment, the inherent logic in virtue rule is too continuously tight, integrity. The Confucius proposed first and established tradition, created the fundamental of the logic frame of "virtue rule", although Mencius and Xunzi have the superior breach, they basically development it on the hypothesis of inherited frame of the Confucius' thoughts.Then the third part sums up the main features of Confucian thought of virtue rule. First attaching great importance to the ruling class's virtuous and the officer's virtuous. Second emphasize the thought of "the people are the foundation of country". Third running the country according to "virtue rule first, penalty second" and" tempering penalty with mercy, and adding sternness to clemency".The fourth part evaluates the Confucian thought of virtue rule, analyses the historical limitation and value, expatiates the positive significance to the building of a harmonious society.
