Research On The Creative YangPu Distric Of Shanghai City Based On The "3T" Element

GCI (Global Creativity Index) is one major index to scale economic competence of the world. It measures the national creative competence by three economic indices: technology, talent and tolerance. The "3T" element concludes a theoretical mode of environment, mechanism and policies for the development and conglomeration of creative economy, creative classes. Along with the large-scope growth of creative economy in recent years, it has become effective means fostering creative industry, cultivating and attracting creative talent to increase of cities' competence and seek sustained development route.Yangpu District has been provided with preferable practical circumstance for the development of creative industry. There is abundant resource in terms of technology and education with more than 20 excellent high schools and numbers of research institutes, the agglomeration of which gives unique prominence to Yangpu compared with any other areas in Shanghai and even nation wide. Yangpu has established a health interactive relationship and accumulated rich experience in the practice of "Integration and interactive development of three parts: university, scientific park and community". Especially there comes forth the successful development model, "the knowledge economy circle surrounding Tongji University". Whereas, in order to advance the interactive development of three parts and creation of "Knowledge Yangpu", we should not only take full advantage of present conditions and push forward the undertaking in proper sequence, but also innovate on traditional development model and search for new driving power. In this sense, it is wise for Yangpu to enhance competence and transform economic development mode through fostering creative industry.On one side, Yangpu needs to facilitate scientific study power of universities and research institutes. On the other, it should provide effective ways, suitable mechanism and policies for the convenience of transformation from scientific results to productivity. It should keep to the rule of the development of creative industrial clusters, which is the necessary condition for realizing creative city; it should attract and retain creative talent, which guarantees Yanpu with long lasting economic predominance; it should promote the all-round facility, high-quality living environment, tolerant community and city culture, which is precondition to attract and retain creative talent and make creative outcome flourish without encumbrance. This dissertation is started with the actuality of "integrated development of three parts" in Yangpu District, then studies on real subsistence and development background of creative industry in the the knowledge economic area surrounding Tongji Univeristy and analyses the method how Yangpu can build its tolerant community and city culture and high-quality urban area characterized with convenience for living, moreover, can attract and retain more creative talent, that contributes most to the prosperity of creative industry and span-out evolution of creative economy.
