Research Of Hebei Storage System 10 Years Before The Anti-Japanese War

10 years before the Anti-Japanese War , Hebei, complied with the relevant major policices about grain storge of Nanjing National Government, implemented a set of grain storage system with characteristics of the province's. The article is on the above content as a study object, based on a large number of files to organize the literature documents and in an attempt to make a preliminary study about the overall process of warehousing system, specific content, the effectiveness of implementation, some problems and defects during the practice. This article is divided into four parts:The first part overviewed the overall process of warehousing system in Hebei. Looking at the warehousing system of Hebei, changed with the adapted grain storage policy of Nanjing National Government during 10 years before the Anti-Japanese War, could generally be divided into three relatively distinct phases: reconstruction and rectification, the basic established, stick around and each phase had its own characteristics. At the stage of reconstruction and rectification of warehousing system in Hebei, the set up of the plot barn to the country(city) and puted the country warehouse as the necessary of the province's counties. At the stage of the basic established of warehousing system, the contry warehouse and the rural warehouse were the province's necessary established, the district warehouses established when the contry's needed. The plot barn settings into the district and rural (town) level .Gradually with the perfect of the warehousing system at the same time, the southern provinces advised organized new agricultural warehouses. Hebei ,on the original foundation and tick around because of war, natural disasters and other reasons, not injected fresh blood for the province's grain storage. With the outbreak of Anti-Japanese war, the warehousing system in He Bei province was abolished.The second part expounded the specific content of the warehousing system.The grain storage in Hebei formed a more complete grain storage system in setup and management of the plot barn, the collection and use of the grain, the periodic inspection of the grain. According to regulations, there were two warehouses,official and private positions.During the 10 years, the official positions were the mainly and there were almost no private official that donated by private ones.There were three forms in the plot barn management: granary management committee, united officials and the public accountability, places special responsibility; two forms in the collection of the grain: civil donation and places of public funds for; quantity collected for further quantitative criteria; three forms in the use of the grain: quilibrium price,loan and dissipate ;regular inspections of the wharf valley gradually perfect.The third part mainly studied the implementation of the warehousing system in Hebei. Hebei conducted a carefully planned and puted it into practice, however, it didn't reach the desired results of the system. In the settings of the plot barn, county warehouse at around the original foundation on granary rectification and expansion, district and rural barn from scratch, but did not achieve all counties have county warehouse, district positions, the objective of rural warehouses; warehousing management beyond the stage of united officials and the public accountability, from granary management committee to places special responsibility directly; wharf valley places rarely use public funds to raise for ,the forms of the collection mainly had assessed, spitting food levy valley and donations of the grain have little to raise public funds, collection gradually diversify, the number of the wharf valley colleted far from the desired of the system; quilibrium price,loan and dissipate perform their functions at some extent; the regular inspections of the system implement better, district inspectors were able to seriously check, but inspection results were not satisfactory: not following the rules, valley hair business section would be live, valley Reserve didn't buy it, only the number of reported and no real plot, storage had not done the cause of, grain number and plot number should not havd happened, etc..The fourth part analysis of the storage system in Hebei. 10 years before the Anti-Japanese War, the warehousing system in HeBei improved in plot barn set, management system, wharf valley collection methods and the number of collection. But warehousing system deficiencies and shortcomings increasingly prominent duing the implementation: design of the system wsa not quite reasonable; warehousing development imbalance; wharf valley mismanagement throughtout. Looking at the grade and deficiencies of the warehousing system the 10 years before the Anti-Japanese War in Hebei , left to posterity some experience and learn from: design of the system can not be divorced from reality; the implement of the warehousing system required to play both the government and the public enthusiasm; the implement of the warehousing system needs a stable social environment, etc.
