Cultural heritage is the non-renewable precious resources, a masterpiece of a nation or a nationality's material and spiritual civilization which forms for a long time, not regenerated while being destroyed and also impossible to come to beings while being urged. Protection of cultural heritage, making them continue to play the role in the modernization, is precisely a symbol of modern civilization.Although Changchun 's history is transitory, merely over 200 years since it is governed, however, on this land, human being's prosperity is very rich.This paper emphasizes the protection and use of cultural heritage in Changchun and this need reasonable plan and scientific protection through defining the questions and reasons in the process of protection and use, definituding mutual relation, strengthening and enhancing protection and use policy of cultural heritage in Changchun . How to protect and use cultural heritage in Changchun and to promote social and economically sustainable development, this is the question that we should discuss carefully.This article has discussed protection and use of cultural heritages in Changchun based on its theoretical analysis according to the condition of cultural heritages in Changchun and current situation and experience from the domestic and foreign countries. The whole passage can be divided into six parts: the first part is about the basic condition of Cultural heritages; the second part tells the relationship between the protection and use of Cultural heritages; the third part argues the problems and reasons of Cultural heritages in Changchun; the fourth part is about the meaning of the protection and use; the fifth part are some suggestions to improve the protection and use of Cultural heritages in Changchun; the sixth part is the conclusion.
