Highway Construction, Motor Transport And Social Change

Traffic is vital for the socio-economic life of mankind, the development and transformation of new traffic is one of the important symbols for human civilization.Modern highway construction in Henan Province began in the initial stage of Nanjing National Government, reached an unprecedented scale by 1930s,and become one of the main content of Henan social change and modernization.The establishment of Road agencies is one of the main symbols of the road modernization ,both the central and local governments have established specialized management agencies for road traffic during the period of the Republic of China.When the Nanjing National Government was established, the Ministry of Communications which manages road, electric,postal and route department directored the National Transportation and communication matters. in 1928 ,the Ministry of Communications transferred the road matters to the Ministry of Railways.In 1932 and 1933,The Highway Bureau and commission which belonged to the National Economic Commission established,which speeded up the pace of road construction.With the establishment of Road agencies, both the province and county have the specialized management agencies for road construction in Henan Province, the provincial highway was managed by the Highway Bureau which belonged to the Office of Construction Management, the county highway was managed by the Construction Bureau,and a special road construction agencies was also set up. During the process of modernization of Henan traffic,In order to strengthen the legal system of highway construction and management , from 1927 to 1937, the Henan Province had promulgated a series of highway regulations which covered all aspects of highway construction and formed a relatively complete and systemless highway laws and regulations, which laid the basic of Henan Highway laws and regulations. At National and local efforts, Henan Road Construction gained a greater grade in the period of the Republic of China.Through decades of highway construction, Henan Province formed a road transport network that interconnects national, provincial and county Road. With the progress of highway construction, motor transport beganed in Henan Province, on the eve of the War of Resistance Against Japan, most counties and important towns in Henan Province opened motor transport. Road construction and the emergence of motor transport led to changes in henan Society.The development of automobile transport industry in Henan Province strengthened the links among the central cities ,the majority of the county seat and the town , brought about great convenience to people's life,and made the exchanges become more fast and the travel more convenient. The way of logistics was also gradually changed; and it emerged some new emerging industries and public domain,such as auto repair, car parks, stations.
