As a kind of language tool, the ultimate role of English is to help the people to get the better communication, so the ultimate goal of language instruction is to help learners acquire communicative competence. Yet writing as one of the most important ways of communication has been a weak pointing of CET(College English Instruction). It should be paid more attention that improving CET teaching methods and CET teaching quality especially the CEW teaching. Furthermore, what is more important is to cultivate the students'cooperation and communication ability, which will accompany the students for the whole life. So the introduction of the whole-class cooperative instruction into CEW teaching is to promote the innovation of CEW teaching and inspire the students'study interest and improve the writing abilities and achievements. It is expected that research on promoting English writing achievement through the whole-class cooperative instruction would provide helpful implications for ELT.This paper consists of three parts. The first part introduces the theory of the whole-class cooperative instruction, on the basis of which explores the guiding role for the CEW teaching; the second part analyses the necessity of exertion of the whole-class cooperative instruction, which firstly describes some problems in CEW and analyzes the causes. Then it traces the development of education under new circumstances and points out that cooperative instruction—a learner-centered approach—is a way out in educational reform. Based on theories of motivation, cognition and etc., the author of the thesis advocates that cooperative is applicable in the area of language instruction. When used in writing class, it can make students actively involved in writing activities, stimulate their writing motivation and change attitude toward writing ; By providing authentic readers and in time face-to-face interaction, it can also increase the sense of audience, develop communication strategies for the purpose of successful communication. Besides that, it can also promote the communication and cooperation between teachers and make up the weakness the teachers'major. The third part expounds the exertion strategies, which show the superiority of the whole-class cooperative instruction.In short, both theory and practice both show that the whole-class cooperative instruction is an effective instruction approach. As long as it is utilized properly, much better instruction effects can be attained.
