Basing on the judgement of the international situation,the leadership of Soviet who experienced Post-Munich reflection did not give up the idea of collective security,at the same time they also thought of the possibility of neutral position towards German.Such thinking was reflected in the Stalin's speech at the 18th Party Congress and the replacement of the People's Commissar for Foreign Affairs in May,1939.In the triangular situation before the the World Warâ…¡,through launching a 'twin-track' policy (collective security policy and neutral self-preservation towards German in the meantime),the Soviet Union probed intentions of German and Britain-France.Lastly at the end of August the leadership of Soviet made the selection by concluding a non-agression treaty with German and keeped them out of the conflict.During the war of Poland-German,the leadership of Soviet who was influenced by his view of war strove to keep distance from the war,simultaneously to seek a suitable moment to enter the war,and to materialize the adjustments which was favourable to Soviet security via the diplomacy and the war.So after signing of the German-Soviet Boundary and Friendship Treaty,the Soviet Union supported German to launch the so-called 'peace offensive' and strategetic transfer to the West.Of course,the Soviet Union also prepared for the Soviet-German war in the future,both in economically and diplomatically.Although the wrong judgement about the war in the West made the Stalin astonished and they felt the menace of war urging,it did not make him to change his anticipation of Soviet-German war.Even he hoped Britain persist and German commit in the west,so as to free his hands to contemplate security system in the west frontier of the Soviet Union. But Stalin's anticipation brewed conflict with Hitler's primary consideration.For the reasons of fighting the Soviet Union,Hitler remained deeply involved in the countries alongside Russia's western borders.After Berlin talks,based on conflicting views about Hitler's strategic goal,the Soviet Union took a soft line toward Berlin in order to establish cooperation,and simultaneously hasten to prepare for the war.Because of Stalin's anticipation of war,that is to say Soviet-German war would not break off before 1942,peace did not come as expected and the war erupted suddenly.
