The article is composed of three chapters. The first chapter describes the Soviet policy towards Germany during World Warâ…¡and the treatment principles of Germany decided by the allies in wartime in order to explain the historical reasons of the German division. The second chapter describes the Soviet policy towards Germany in immediate post-war time. On the one hand, the Soviets took some measures in Soviet zone, such as establishing Social Unity Party of Germany, Denazification, land reform and so on. As a result, the Soviet zone evolved into a political and economical entity clung to the Soviet Union and gradually became an independent nation. On the other hand, the Soviet foreign conducts for resolving the German problems always brought negative effects to the German unification, and the writer believes that the foreign conducts partially led to the German division. The third chapter argues the change of the Soviet new leaders' policy towards Germany . The SED leader Ulbricht performed the wrong constructing socialism course in German Democratic Republic and led to the serious social crisis. After the crisis, the Soviet new leaders changed the Soviet policy towards Germany and accepted the reality of Germany division.
