In order to improve its exterior survival environment of the new regime, the Soviet government conducted friendly foreign policy towards China from the start, which was different from the various imperialism powers. However, the leader of Soviet Unions were reluctant to waive the great historical heritage of Russia's invading China, contested for interests on Northeast China's Realway, annexed to Chinese territory, tried zealously to apart Outer Mongolia from China. A series of bad behaviors of Soviet Unions infringed upon China's state sovereignty and national interests, badly hurt the Chinese nationality's feeling. And eventually, the negotiation for being set up formal foreign relations between the two countries was increasingly becoming complicate and tortuous. Because of the deficiency of the Soviet sincerity and the weak centre regime of Bei Yang Government, the temporary and vulnerable basis of diplomatic relationship between the two countries gained access to straitened circumstances. The Sino-Soviet Relations was not completely cut off until Zhongdong Road Incident broke out in 1929.The Sino-Soviet Foreign Relation in 1920s is only the outset of more than 70 years of diplomatic relations between China and the Soviet Union. My paper is more comprehensive, systematic analysis of the process of the Sino-Soviet diplomatic negotiations. The paper is divided into five parts: The introduction has briefly introduced the cause of the topic and the significances of this paper, analyzed the current research situation at home and abroad, as well as the research methodology and theories that were used in my paper. The first chapter has introduced that Northern Warlord Government had a very negative attitude to a series of Soviet Russia's generous promises following Western Powers and the results show that the early diplomacy to China of the Soviet Russia came to failure. The second chapter has detailedly analyzed the long and complicated process of establishing diplomatic relations between China and Soviet Russia, and focused on analysis of Soviet Union's occupation of Mongolia and contention for interests of Northeast China Railway. The third chapter has concretely analyzed the deterioration in the Sino-Soviet relations after the establishment of the two countries diplomatic relations. The forth chapter has discussed that the reason of the Soviet allying itself with Sun Zhongshan's Government is to coordinate the official diplomacy toward China. Chiang Kai-shi's anti-Soviet and anti-communist policy led finally to the end of Sino-Soviet relationship.
