Provincial assembly of Gansu was established in the first year of the Republic (1912), after the Gansu province conference board at the Qing existed in the name only, so they had some relations on time, but essentially different. Its institutional setting had two parts, one was deliberative organ formed by the congressmen, and the other part was the working organization composed by a variety of positions of the Office of the Clerk's office. Generally speaking, its number was slightly different from previous. According to the analysis of the age structure of congressmen, the average age was nearly 40 years old, among the prime of the life; the regional distribution was different, individual counties had as many as 67, the majority of the county for only one person, but the basic trend was that over time an increasing number of county elected to participate in provincial politics province. Gansu Province, the proceedings of parliamentary processes, the holding of the meeting reflected the profile of local democracy. The analysis to the resolution of the Provincial Assembly, we can then look into the efforts of people in the pursuit of democracy.Gansu temporary provincial assembly President Li-jingqing was murdered in the first year of the Republic of China, this reflected the predicament of democracy in Gansu. However, the democratization of politics was the irresistible historical trend, the Provincial Assembly made full use of legal weapons to safeguard their own power, which existed contradictions, conflicts between the provincial administration, but cooperation and compromise were more than that .The relationship among the Provincial Assembly and the Congress, the central government was complex, to some extent ,it is because the frequent changes of the central government, the Congress was changeable, as well as the relationship between the central and the local was non-well-defined from the legal aspects. There is no doubt that the relationship between them was really existed and always operated. Beginning of the Republic of China's parliamentary politics like a flash-in-the-pan, Gansu provincial council lasted fifteen years by snatches, we can learn a lot from its positive aspects and its lessons.
