| Since the Qing dynasty,along with the spread of western parliamentary thoughts in China and the practice,conform to The Times practice parliamentary system in Gansu province,the development of its parliamentary democracy,has experienced from the bureau of consultation to temporary provincial council,to the formal process of provincial council.The emergence of the first provincial parliament in Gansu province is a concentrated reflection of the advanced people's pursuit of democratic institutions.Provincial council elections on the basis of relevant laws and regulations and system,the preparation and primary,check,it is the democratic republic of reference and development of the situation of the western parliamentary system and its institutions reflects the embodiment of authority responsibility and normative characteristics of the process,demonstrates the strong local color in democracy.In the process of operation of the specific legislation,the provincial council take law as the weapons,play to local legislation,supervision and restriction function of the government,but because of a shortage of provincial council authority and the contradiction in the government's lead to low level of the democracy of provincial council.The first provincial council in Gansu province as the practice of local parliamentary politics,is the backward area try to democracy,for the improvement of people's political participation,promote the development of democratization of far-reaching significance.But because of the influence of the subjective and objective reasons,the Gansu province council finally stagnation of the development process,from inside to outside qualitative change happened,the local forces,and elite dominated the provincial council elections,the people are seriously marginalized and not really play its proper role in the process of political democratization in the early days of,plus shortcomings arising from the provincial council operation,showing the development of the provincial council. |
