The purpose of English teaching in higher vocational school is to make students acquire four skills, including listening, speaking, reading and writing. Among these four abilities, listening and reading are the skills of comprehension while speaking and writing are the skills of expression. Writing is a process of using English through coding the inner speech, which is always connecting with cognitive activity. And the ability of this skill is always exposed by ability of writing. So it is very significant to improve the students' ability of using English in higher vocational school through studying the strategies for improving students' English writing skills. After the analysis of students' English writing ability in higher vocational school, this paper exposes the relation between the input-output theory and the English writing teaching in higher vocational school. Then the paper forms a comprehensive strategy for improving the students' writing ability in higher vocational school according to the theories, which includes the cooperative teaching strategy in English writing teaching; developing the discourse awareness in English writing teaching; emphasizing the input-output theory; emphasizing the relation among the four abilities, including listening, speaking, reading and writing; emphasizing on the learning of foreign culture. All these five methods as a whole form the writing strategy of improving students' writing skills in higher vocational school. Finally, this paper proved the validity and reliability of this strategy which bases on the input-output theory of second language acquisition research by doing experiments.
