This article is to formulate the Mental Emergency Prediction Scheme for Elementary and Middle School in Shanghai through the study methods,such as documents summarize , questionnaire, case interview,case analysis,key-behavior experts evaluation. This prediction scheme will be the reference and evidence for the management of school supervisor,who will be ready to deal with the crisis events happened in school.At the beginning of the study, the author made two sets of questionnaires by herself, and the questionnaires are"The Current Situation of Crisis Management of Elemantary and Middle School in Shanghai Survey Questionnaire","The Types of Crisis of Elemantary and Middle School in Shanghai Survey Questionnaire". He used there two sets of questionnaires to survey many school supervisors from about 50 elemantary and middle school.and due to hold the crisis present situation and crisis types of elementary and middle school in Shanghai. The survey result shows that it is not positive for present situation of elementary and middle school crisis management. It indicates that, the consciousness of crisis management is weak, the idea of crisis management is under-developed ,the emergent facilities of crisis management is backward. In the process of crisis management ,the school supervisors are more likely to pay attention to administration approaches, and most of time ignore the mental refletion of students. At present the main types of Shanghai elementary and middle school crisis are natural calamities incidents, mental deficiencies incidents, school management incidents, teachers'morals incidents, students'problems incidents and fortuitous causalties incidents.And they all have high rates in school.On the base of questionares survey,the author holds 17 successful cases of crisis management of schools from interviewing the experts. The author analyse the cases ,to give the code to every valid behaviors,and then invite the pyschologists, crisis management experts,school masters,vice administrators of Shanghai Education Committee Baseedu. Department and Moralityedu.Department,totally 9 people to draw out key and valid behaviors of crisis management ,and these behaviors are not only helping school supervisors to deal with the emergencies but also protecting the health of students'body and mental. Through the interview, the author try to formulate the mental emergency plan of crisis management .this plan support all kinds of methods of crisis management,the most important of this prediction scheme is to protect the students'mental off harm from crisis events.This prediction scheme is of effectiveness,feasibility and operationality,and has been put into practice in some elementary and middle school after experts appraisal.
