In this paper, empirical study is used. This paper takes Xinlou Village of Western Anhui and Qianying Village of Northern Anhui Province as examples and main research is done on the economic and cultural change caused by different ways of development in nearly three decades. Migrant workers in village A work out everyday, which makes the village an empty shell. On the one hand, migrant workers are mediums of spreading urban cultures. The Collision of rural cultures and urban cultures make a series of cultural change happen in Village A. On the other hand, due to the different meaning of life between the First and Second generation migrant workers, the first generation migrant workers take the village as the Fundamental foundation. They only want to earn enough money to improve the living conditions of families in the village, which makes the village more and more prosperous. For the second generation migrant workers, they are more familiar to the life in the city and the continuously follow urban cultures. The village is a place where they will never come back. They only want to earn enough money to stay in the city. The export of main labor force in this village makes the village rather depressed. The Localization mode in Village B takes into account the integration of culture and family. More importantly, it positions itself as the development power of the village. This paper tries to discuss the economic and cultural change caused by different ways of development in the countryside and provide some advice for rural prosperity by way of comparing the different development mode between village A and B.
