As an eastern province, Hebei is behind others as far as the industrial structure, although it gets high economic total amount. So the cultural industry with its developing comparative advantages becomes the important breaking-through point to the economic development. The government in Hebei pays much attention to this, and makes out some strong policies to support it. Nowadays, the cultural industry's development of Hebei is in the beginning, it hasn't formed a practiced development pattern, and there are still some random and blindness in the process of it. In order to strengthen the pulling function of cultural industries on economic growth, our province needs to probe one way suited for our cultural industry development according to the present cultural industry situation on the basis of the essences influencing this industry. The study of this paper is as follows:Firstly, introduce the correlated theory. To begin with the key essences of cultural industry, just as the culture and the productive analysis of the culture. Analyze the cultural demand and cultural supply, the definition of cultural industry, the essences which influence cultural industry development, and the relationship between cultural industry and cultural career.Secondly, on the basis of Hebei present cultural industry situation, find out the current problems during the process of its development. Through the analysis of the essences which needed in the forming of cultural industry development pattern and the study of the abroad experiences, it concluded an appropriate pattern for Hebei cultural industry.Finally, according to the above problems, it gives out some suggestions for the pattern of Hebei cultural industry development. For instance, to strengthen the government support, to perfect market economy system, to build cultural enterprises, to form human resources coming-in mechanism, to build the creative encouraging mechanism, to think highly of fostering brand and produce brand effect.
