Our Party boasts of an outstanding tradition and advantageous politics which advocates the protection and concern to all Party members. This is a prerequisite, under the renewed circumstance, to strengthen the cohesion between the Party and its members as well as to enhance the member's feeling of belonging. The report put forward at the 17th Congress explicitly illustrated that'we should establish and perfect the stimulating, concerning and assisting mechanism in our Party, take extra care of grass-roots cadres and party members who are senior or in a poverty.'Zhou Enlai was a pioneer who initially created the Concern Thoughts for the Communist Party of China and the model who put the Concern Thoughts into practice, therefore, researching on the Concern Thoughts of Zhou Enlai is of great theoretical value and realistic significance.In the long-term practice of revolution and construction, theoretically based on Maxism and Leninism, Zhou Enlai absorbed the humane essence in Chinese traditional culture and thus formed a unique inner-party caring conception. This theory gives priority to offering all party members and cadres an all-round care politically, spiritually, psychologically, behaviorally, materially and securely, which enormously motivates all members and nurtures a strong Party with power. Zhou Enlai's Conception is scientific, all-embracing, selfless and practical, researching.As an important part of Mao Zedong's Party Construction Thoughts and a powerful ideological weapon to promote harmony democracy within our Party, Zhou Enlai's Conception contributes to strengthening the affinity of our Party and enhancing the Party's capability of taking challenges.
