Solfeggio music teaching in the basic course, you can say that musical ability of students and raising plays a vital role. Teaching Solfeggio thus increasing the importance attached by the music educators, from pedagogy to the teaching materials are in a constant perfection. But in the course of reform have neglected this aspect of the Solfeggio Ability Test. The quality of this link will have a direct impact on the quality of teaching courses Solfeggio and students raise the level, if the evaluation unreasonable, unscientific, student performance on the loss of validity and reliability can not be correctly results of teaching judged.Even more detrimental to the next step teaching plans. Therefore, scientific and effective evaluation of the role of teaching in the Solfeggio is very important. Community development, and evaluation systems also need to innovate.The rapid development of society today, multi-cultural world music's growing prosperity, advanced technology after another, especially music, the emergence of multimedia technology, we are required to change the old Solfeggio Ability Test ways to implement a new, scientific and effective as singing ear training capability evaluation system in order to be able to develop a truly modern social development, music talent, while improving our music education and teaching quality. In this paper, psychology, sociology, philosophy, aesthetic theories of the Enlightenment Solfeggio Ability Test,Combined with the student to learn the actual situation and the social development needs of the scientific and effective system of Solfeggio Ability Test conducted a preliminary study, presented with a realistic point of view and innovative ways and means of measurement.This paper is divided into four parts.
