China had carried out a series of favorable Policies to push the Chinese animation industry development since the Millennium. Statistics indicated that Chinese Animation Enterprise rush to more than 5600 whereas the data is just 600 in the beginning of the century. Meanwhile, people who are engaged in this industry are over 200 thousand; the animation ultimate output surpasses 130,000 minutes. There are still above 3 hundreds companies adding and nearly ten thousand people enter to the animation profession. However, as the development prosperous, problems are exposure to the highlight:low intensification of the companies, weak abilities of original making, little ownership of intellectual property products, incomplete industrial chain and so on.The author researches through with the profession in public figure interview, and the questionnaire survey towards employee of the animation company, attempts to create links within the industry to identify problems with the macro corresponding to the crux lies. But regarding the complexity and huge scope of the industry's problems, it can only deep into a piece of the handedly study, which selected the planning and production processes as the issue. It used a questionnaire and practitioners accesses to the combination of research methods, nine companies belong to different scales in Shanghai were listed into the investigation objects. It was planned to path from some details as basic information of these companies and specific process, combining the practical experience obtained from inner of this industry, focusing on analyses of the script-writing and technological process.This paper is divided into three parts—on Introduction, analysis and problems. The first chapter contains an overview of the status quo of the industry, investigation of the planning process and research into the approaching way. The second chapter organized by three sections in accordance with the basic information of employees, General Process and Strategy and talent management, describing the questionnaire data and interviews obtained by the empirical material. The third chapter is further ponder on the basis of the empirical analysis in previous chapter, obtained two conclusions which are widespread prejudice include in normal conception upon animation and Unreasonable planning process.The author believes that our national psyche for the animation has a preconceived view. This leads the general bias against animation from the government to the common people. Firstly, the conception that it is only for kids, and it has to be much more "enlightenment," weakened the entertainment, culture and other features of it being a consumer product. This makes the production planning links encountered in the obscure classification, limited the range of selection issues. Secondly, the formation time of China's animation industry is not long, experience in personnel management and other aspects of the system are still unshaped. This brings negative impact on the quality of the finished animation. The author attempts to introduce and compare some of the practices in international advanced level, but it also needs the wisdom of national animation industry officials to make advanced experience and our reality promoted animation industry.
