The TuoBa department of The XianBei minority is the latest minority that moved into the Central plains during the sixteen counties period. It established the Dai political system in the DaiBei area in the beginning of the sixteen countries. After the FeiShui battle, TuoBaGui set up The DaiBei dynasty in the yellow river area and unified the northern part. Eventually he put an end to the state of chaos in that period. This minority had deeply influence in the history of China. Therefore, the TuoBaGui is the outstanding leader who laid the foundation of the BeiWei dynasty.After that, he took actions that went by the need of the society, such as dismissing the tribes, increasing the production of agriculture, promoting the Han officials, resuming laws and regulations. These measures complied with the development of history and had the positive influence. Then he developed the economic, enforced the army, defeated the rivals, enlarged the county. These measures promoted the process of the XianBei feudal society and laid the foundation for unifying the northern part of china. In the thesis, it introduces the comprehensive understanding on the TuoBaGui's early experiences and recovers the hardship in setting up the DaiWei regime by investigating the origin and the development of TwoBa department of XianBei minority. These political system and regulations which are implemented by this outstanding leader played an crucial part in leading the regime to change from the frontier to central plains and setting up the political system in the Yellow river area.
