Xue Xiang was a celebrated official specialized in the fields of administration and economy. In particular, Xue was in charge of the executive work of "Jun-shu Fa" which was part of the economic reform pursued by Wang Anshi especially in the early of the period from 1068 to 1077, and thus became a head participant who was as noteworthy as Zeng Bu, Lv Huiqing and Lv Jiawen etc.,for the Wang Anshi Reform dominated by Emperor Shenzong and his primary minister Wang Anshi.The chief problem that was expected to be resolved by the Jun-shu Fa was supplies for Bianjing, the capital of South Song Dynasty. According to the conceptual plan designed by Wang Anshi, what should be also included in Jun-shu Fa was to accumulate the economic resource and thus to boost the country economy through the goods allocation. Unfortunately, however, it is equivocal for the practical results of Jun-shu Fa in historical studies as there is limitation on the historical materials.This thesis is a systematically study that is not only on Xue Xiang himself per se, but also on the influence exerted by Xue during the process of execution of Jun-shu Fa. First of all, the author analyzes both of Xue's economic thought and action on the basis of an examination of his early official life especially by sorting out related historical materials. Secondly, the author tries to explore the unfolding of Jun-shu Fa based on a review of historical materials related to its establishment and execution in the early of the period from 1068 to 1077.Finally, the author further probes into the specific function of Xue as an executive official during this process, and makes an evaluation of his accomplishment.
