The Study On The Censorate Of CaoWei Dynasty

Three Kingdoms period in an ancient China is an important era of Monitoring system in history.The Feudal Monitoring system,which mainly based on Central Censorate, making rapid progress during this epoch. The Monitoring system of CaoWei Dynasty, which inherited the advantages of the Han Dynasty, and laid foundation on Central Monitoring system of Sui and Tang period. It created two systems of the Central Censorate and Ombudsman. Central Censorate, which was regarded as the main agency of "subject-based" Monitoring system. While "political agents" type of Ombudsman, which was based on "added type" of Monitoring system. These two Monitoring systems, existed side by side, and they had a tremendous impact on the future generations.CaoWei Central Censorate, which inherited advantages of Wei Qin and Han Dynasty of Censors'monitoring system. Meanwhile, there had been innovative, such as Responsibility system of Censorate Zhongcheng was more complete.It set the House of Shi Yu Shi and strengthened the Monitoring of the main hall, which created a precedent system of Sui Tang Dynasty Imperial Palace Court. It set three five books are Shiyu law enforcement history and governance, which expanded the area to monitor and improved the level of monitoring, enhanced monitoring of performance. It set cut defense history, so as to increase monitoring efforts on the palace. Because it considered the Three Kingdoms Period of the Censorate CaoWei as starting point of independence,the ancient Chinese Monitoring system step by step got rid of the shackles of the Executive power, gradually developed into an independent central Monitoring Agency, and began to enjoy the independence of supervisory power. Finally, the central Monitoring system is becoming more complete. It is not only an significant innovation of an ancient Monitoring system in China, but also the history of ancient Chinese political system's progress. CaoWei's Censorate officials played an important role in punishing the illegal officials, improving the administration of local officials,and maintaining a centralized context. However, we should recognized that there were some disadvantages of Central Monitoring system under the Wei the special historical period of frequent war environment. For instance,under the support of power, the behaviour of political agents of the Censorates were rampant, and civil and military officials were on the implementation of political persecution. Thus, it was difficult for Censorate Censorates to play the role, and at last, it might lead to serious imbalance between the two Monitoring systems of power. Besides, because of some of the rulers of Wei and integrity of the Ombudsman against bold, it weakened the strength of their suppression of corruption. Ombudsman was also very easy to lose enthusiasm for other, they responded to negative attitudes and encouraged the breeding of corruption.This article was divided into four parts.The first part described organization setting of Wei Censorate government office, the name of evolution and the Ombudsman. The author analyzed of the linkages among the various ombudsmans, and explained the number of Censorate Ombudsmans, official goods, and condition of Lu rank in the form of listed tables. In the second part,the author clarified the clarified the top leadership of Censorate Wei as the Censorate Zhongcheng, rather than Censorate Doctor. This part mainly discussed the brief situation of the Wei Censorate Zhongcheng in the form of diagram. In addition, it analyzed the reason why Wei Censorate was absent. The third part described the book Shi Yu Wei's rule of law enforcement history and the rule book. In this chapter, it mainly analyzed the the history of Shi Yu Censorate in the form of chart. At the same time, it stated the situation of Ombudsman which derived from Governor,who was the external-type.In the last part, it discussed the history of the Wei Censorate.During this part, it focused on analysis of the different types of full-Wei Shi Censorate, and put forward some views based on the relevant conclusions of previous scholars.
