The thesis probes into the Guangzhou Telecommunication Bureau抯 strategy of talent motivation. The thesis consists of the case and the case analysis. Beginning with the 163 E-mail Post incident, the case emphasizes that talents are important in the high-speed developing IT trade. It depicts the talents?present situation in Guangzhou Telecommunication Bureau and the company抯 present strategy of talent motivation. The case analysis part: Along with the developing trend of telecommunication trade, Guangzhou Telecommunication Bureau has to face its competition from inside and outside. The thesis makes a preliminary analysis to the Guangzhou Telecommunication Bureau抯 problem of talent motivation. Aiming at changing the situation of low enthusiasm and lack of creativity, the writer puts forward some strategies: employee stock ownership plans, attention to knowledge management, creating studying enterprise culture, prompting reasonable flow of talents and so on, help to gain the enterprise抯 goal of using and exploiting the enterprise human resource fully.
