Build And Consummate A Property Right System Of National Enterprises

National enterprise is the main form of socialist ownership. Due to the change of the main body of power and functions caused by internal contra- diction of public owiership,its property right structure is manifested as an organic system fonned by ownership, right of possession and right of man- agement, among which ownership plays a main role, dominates and super- vises the function of the other two rights. in the traditional system, inlluenced by both culture and theory, the public ownership is distorted to be state ?ownership so that the state or- gans , which are supposed to perform iight of possession , become the princi- pal part of ownership. Here lies the crux of national enterprises, which causes niany problems the national enterprises have to solve, including va- cancy of the ownership, delay of the reform of managerial authoiity, loss of a tremendous amount of state property. it is necessaiy to reconstruct a property might system of national enter- pmises on the basis of the establishment of individual ownership of the la- borers, in order to ensure the successful economic development National People?s Congress, the National Assets Possessing Committee, the companies running the national assets and enterprises become a key link in constructing the property right system of national enterprises.
