A complete, efficient and reasonable inner-control system is necessary for the commercial bank to run business smoothly and approach the aim. This is the conclusion which draw from the lessons and experiences in long period. The commercial bank is a special industry with high debt, high risk, run the currency and easy to be the aim of the crime. Because there are more high-risk segment in the bank, it抯 critical to built a perfect inner-control regulation which appropriate to the business and scale. The state-owned commercial bank has took 20 years reform, now, entering the substantial and fundamental stage. To build the modem commercial bank is the requirement and tendency of our country抯 banking transformation. It抯 necessary to give full play to the marketing function, to perfect the macroscopic adjustment, to standardize and defend the financial order, and to keep out and resolve the financial risk. Because of the old and deeply rooted system, the special status and the function of the state-owned commercial bank, there are more difficulties and problems in the state-owned commercial bank than other industries. From the practice, the inner-control is the most realistic and essential guarantee for the commercial bank to develop the business. Therefore, researching the problems in the inner-control of the commercial bank and raising the focal point and frame of the inner-control make more important and realistic significance in promote the state-owned bank transforming to the commercial bank. How to improve and perfect the inner-control system is the key point of my article, so, I approach the subject from three different aspects. First, introducing the relative contents and the existing state of the state-owned commercial bank抯 inner-control 1, The quality, the aim and the character 2, The problems 3, The reasons for the problems. Second, analyzing the difficulties in perfecting the state-owned commercial bank抯 inner-control. There are five difficulties that are forming the perfecting atmosphere, risk judgement means, efficient segment, comprehensive information ii {#) ?~~ MASTER S THESIS exchanging system, powered administration system and powered. Third, making some suggestions for strengthen the state-owned commercial bank抯 inner-control. First, explaining the necessity, the principles and the requests. Second, approaching six suggestions: 1, forming the perfect controlling atmosphere. 2, improving the riglit timing and totality in risk judging. 3, strengthening the safety and efficiency of the controlling. 4, standardizing the examining regulations and reinforce the troop construction.5, protecting the unimpeded and integrated exchanging channel. 6, strengthening the administration of central bank and perfect the administration system. In short, the inner-control of the commercial bank is complicated system, its efficiency is depend on the perfected factors. These factors have close relationship between each other. If one factor make a mistake, it抯 possible to endanger the whole system and drive the bank into difficult situation. So, it抯 the critical point for the country-owned commercial bank to pay more attention not only in the whole inner-control system, but also in the concrete segment.
