| The official papers of the United Nations regard the underground crime as organised crime and different international orgnazitions and contries have different conceptions on organised crime,so there is no accurate and united conception on it.the conception of international criminal police authority is :any group with organised control structure whose aim is acquiring property via illegal movement and usually live on the property got by terrorism and corruption.As the frontier of the great reform and opening,Guangdong is the first province infiltrated by abroad underground organization.lt is a hard and important task to provide an effective mathod that based on the actual situation of this region and the whole country and the trend of international underground society.During the course of reaserch of Guangdong underground crime ,we should not only fully understand the basic theory of underground crime ,but fully realize the actual problem of it.So,this theme started with the conception,manifestation,basic characteristic of underground society and discussed the regularity and the reasons of it;then it analysed according to the basic situation of underground society of Guangdong ;finally, it provided the methods of how to contand and crack down on underground society.The first part of this theme analysed different kinds of conceptions and connotation of underground crime There are four opinions on the conception of underground crime.-The theory on the conception of act .This theory pav more attention on the typical character of act of underground society 2The theory on the conception of function.This theory explained the function ofunderground society .3The theory on the conception of structure.This theory pay more attention on expressing the structure of organization and the structure of act.4The theory on the conception in broad sense and in narrow sense .This theory defineted the conception of underground society from the broad and narrow sense. The scholars of our country have three typical opinions of the conception of underground society. IThe theory on the conception basic characters.This theory argued that the definition should be based on the nature and aim,structure and oganization .development ,harmfulness and be synthesized on these basic characteristics.2 The theory on the conception in broad sense and in narrow sense.This theory argued that the definition of underground society has two different kinds: in broad sense and in narrow sense.3The theory on the conception of consumption, analysed the character of locus of moving ,reasonablly definited the undergroud crime according to the openning ,motion,integreted ,systimatic point of view. And the first part also analysed the main manifestition of underground crime .At last ,it synthesized the general character of underground crime.The second part of this theme analysed the general situation of underground crime in Guangdong. IThe history .There are four period of development of underground crime in Guangdong with different character and degree.(l)From 1979 to 1982,the period of infiltration and germ;(2)From 1986 to 1988,the period of initial development ;(3)The earlier age of 90s ,the period of multi-layer expending;(4)The later age of 90s ,the period of development of quantity-quality increasing.2,The situation of underground of crime of Guangdong: (l)The subject of underground crime isn't changed ,but the organization ,the structure and amount of the member changed greatly;(2)The range the underground society infiltrated and involved in expended;(3)The systimatic character of undergound crime is becoming outstanding.35The regional character of underground crime.The third part of this theme analysed the reason why the underground crime germ and develop.There are the reasons of history .region .subject,society .economy .culture,psychology and so on. The main reasons are:lThe peace of society aggravated,the amount of criminals increased greatly,the rate of occurance of crime stand high still,the greatly increased band crime...
