The Role of Eisenhower and Dulles in the Formulating of USA Foreign Policy(1953-1959)Feng ZhiweiAbstract:Dwight ?D ?Eisenhower is the 34th US president,The fifty-year period when he was at his post is very importaint not only in U. S history but also in the world history. From the beginning of his presidency, the question whether he or Dulles mastered U. S foreign policy has been disputed. It has gone through three periods, Which called "Traditionalists" ."Revisionists"and "Post -Revisionists".In this essay,Eisenhower's economic conservatism and interationalism were reflected through the "New Look" Strategy and " Collective security" rule of U. S foreign Policy. Eisenhower Controlled U. S Principal diplomatic establishments in order to embody his thought in the foreigh policy. This can be seen from the formulating of the four great foreign Policies . The decision to hold the summit talks with USSR, the decision not to help the Chinese Kuomintang troops defend offshore islands, the decision of no armed intervention in Indo-China and the decision to intervene the civil war of Lebanon were all made by himself . The relationship between Eisenhower and Dulles Can be said as following: Eisenhower made decision and attached importance to the role of Dulles. On the contrary,Dulles strived to influence U. S Forign Policy and performed the President's decision firmly . So it can be Concluded that it is Eisenhower, not Dulles, Who formulated U. S foreign Policy.This Paper consists of five parts:In the first part we analyzed Eisenhower's diplomatic thought. In the second part,the main U. S diplomatic establishments are introducd. In the third part, we discussed the formulating of the four great U. S foreign policies. In the forth part,the relationship between Eisenhower and Dulles was explained. Finally, we made the conclusion.
