The author thinks the following measures should be done to achieve this purpose: on one hand, we should substantiate the lacking laws and optimize the existing laws and establish the supervision system related on public-listing; on the other hand, we should regulate the actions of the supervision organizations and make the effective operation of the present laws and regulations.
